This issue of the Journal focuses upon the developing world, and presents a series of articles which illuminate the use of largely economic methodologies to evaluate programmes, policies and institutions. To do so, the authors turn to a set of countries where specific challenges in delivery of services may be the most important agenda for policy - makers and programme managers.
