| Résumé : | This thesis is part of a work-study program at the Ille-et-Vilaine Departmental Delegation (ARS Bretagne), within the External Environment Division. It aims to develop a method for strengthening the integration of health issues into Territorial Coherence Schemes (SCoT). After a theoretical overview of the links between urban planning, health determinants, and public policy, an in-depth analysis of current practices at DD 35 and several SCoTs in the department was carried out. Interviews with agents from other ARS and partners made it possible to cross reference feedback and highlight the obstacles to better consideration of health issues. The work resulted in the formalization of a thematic analysis framework for SCOTs, which can be used to produce more readable, comprehensive, and well-argued health opinions. The thesis also proposes levers for structuring inter-center collaboration within the ARS, strengthening the agency's strategic position in development policies, and developing sustainable partnerships with local authorities, government departments, and urban planning agencies. Finally, it opens up prospects for pooling resources at the regional level. The integration of health into urban planning thus appears to be an essential lever for promoting more sustainable, equitable territories that are conducive to the well-being of all. |
