The Personal Social Services Research unit was set up to investigate resource problems of social care. Three steams of work were established at its fondation : analyses of variation between areas in local provision in relation to needs, the evaluation of innovations in the domiciliary care of the elderly ; and the exploration of the dependence of welfare outcomes on ressources and other factors. Despite some differences in emphasis and analysis, the three steams have much in common. In particular, central to all of them, is the study of the relations between resources, other factors and outcomes. This book is an output of the third of these steams : what we call the cost and production relations programme. (Preface)
