The financial crisis of 2008/2009, and subsequent fiscal austerity policies, have created concerns that public health and health systems will be adversely affected. As part of that wider analysis on the impact of the financial crisis on health systems and population health in the European Region, a set of six case studies has now been published. These provide in-depth analysis of how certain countries have addressed this situation. These countries - Estonia, Greece, Ireland, Latvia, Lithuania and Portugal - were affected relatively harder than most other European states. The management of the crisis and the immediate and medium-term consequences for health, budgets and equity are discussed in more detail. Each peer-reviewed study, led by authors from the country concerned, and drawing on an impressive amount of data, charts how a deteriorating fiscal position led to a mix of policy responses, with some countries relying on spending cuts and coverage restrictions whilst others squeezed available resources through efficiency gains or mobilised additional revenue. These six case studies complement the broader analysis conducted jointly by the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe. This report concerns Latvia. |
