Résumé : | What is this health system (or policy) seeking to achieve? This is a simple question at one level but highly complex at another. The simple answer is often along the lines of - to make people better or (with a little more sophistication) to achieve the maximum possible health gain; respond to the legitimate expectations of those it serves; and raise the necessary resources equitably. The complex answer requires mechanisms to ascertain whether it is actually doing any of these things. Yet, even in some of the richest countries, those responsible for many health systems often have not even begun to set out what they are seeking to achieve, how it might be monitored and what they will do if performance falls short of expectations. This book looks at the phenomena that have been termed (with some variations) health targets. It seeks to understand their uses and abuses by drawing on the experiences of a number of European countries in which they have been implemented in various ways. It explores the methodological issues involved in setting andmonitoring targets and the political issues that arise when using them. |
