The current debate over the gap between demand and supply in health care coincides with increased patient expectations. Against this backdrop, the Institute for public policy research has commissioned experts from seven European countries to consider the issues and suggest ways of reconciling the need to ration with the desire to uphold and increase the rights of patients. The results of the radical initiative are seen in the various models proposed in this book. Going beyond the conventional discussions on structure and organisations, the different authors consider the profounder issues of rights, equity and social solidarity. (R.A.).
