[BDSP. Notice produite par ORSRA 45jOnR0x. Diffusion soumise à autorisation]. In 2000, the Japanese government implemented the Long Term Care Insurance (LTCI) as a new scheme for the frail elderly. The budget of the insurance is based on fifty percent from general tax and another fifty percent from the premium of the insured. In order to receive the LTCI services, a person has to be evaluated as eligible according to the nationally standardized evaluation process. By this process, the applicants are classified into one of 6 levels of dependency or eligibility is rejected. Each eligibility level entitles the applicant to an explicitly defined monetary amount of services. (...) Three years have passed since the introduction of the LTCI scheme. The number of users and providers has been increasing. It is becoming a serious problem for insurers how to maintain enough finance for the scheme. In order to make the LTCI scheme sustainable, it is required to strengthen health promotion activity for the aged. (résumé d'auteur).
